The Department of Women’s Affairs was created in the Ministry of Global Education in accordance with Ministerial Order No. (14) on 1/5/2021 to follow up on the implementation of UN Security Council Resolution (1325), and women’s empowerment units were created in all universities and formations associated with the Ministry in accordance with Ministerial Order No. 479 on 6 /7/2021.UN Security Council Resolution (1325), which includes four basic pillars that can contribute to reducing Violations to which women are exposed, such as: prevention, protection, participation, peace-building and recovery, as well as increasing the representation of women at all levels of decision-making in national, regional and international institutions and the necessity of taking special measures to protect women and girls from gender-based violence in conflict situations such as female infanticide in all its forms. In Iraq, the International Telecommunication Union established the International Day of Girls in Science and Technology, which the world celebrates on April 28th every year in more than 150 countries, in appreciation of the role of girls and women, and to encourage them to continue their studies and work in the field of technology by training them in the fields of coding systems and developing mobile phone applications. Unit Objectives
The main objective of women’s affairs is to empower women in their struggle with men, and does not mean reforming the status of women. It is a call to rebel against the natural roles of working to increase the percentage of women leaders in the Ministry of Higher Education by highlighting women’s competencies and achievements. It aims to:-
• Developing women’s scientific capabilities in higher education by working to facilitate and support their participation in local and international conferences.
• Enhancing women’s participation in economic development by supporting entrepreneurial projects and technological incubation.
• Obtaining support from the international community and local and international organizations to contribute to the implementation of United Nations resolutions on women.
• Increasing society’s awareness of the status of women and their rights and combating violence by holding more courses and conducting research with specialized centers.
• Improving the image of women in the media in all its visual, audio and written forms.
• Honoring creative and distinguished Iraqi women in their fields of specialization through creative awards or making documentaries about their achievements.
• Supporting young female researchers who complete distinguished research at an early age in the doctoral stage through specialized committees that select distinguished works for the purpose of supporting them.
• Working to integrate the concept of gender into the Ministry’s plans and programs. To make women and women within the natural family.

Emphasizing the commitment of the Ministry and universities to women’s rights and implementing them in accordance with what was approved by national charters, most notably the Constitution, and international agreements, charters and declarations to which Iraq has committed, through the following axes:
• Empowering women’s leadership and enhancing their leadership roles by stimulating participation in assuming leadership positions in the Ministry and universities and outside them and preparing them for success in these positions, and preventing discrimination against women.
• Protecting women by eliminating negative phenomena that threaten their lives, safety and dignity, and prevent them from effective participation in all fields, including violence against women, and protecting them from environmental hazards that may negatively affect them socially or economically.
• Social empowerment of women by providing opportunities for greater social participation for women as well as expanding their ability to choose, and preventing practices that perpetuate discrimination against women or that harm them, whether in the public or private sphere.
• Obtaining support from the international community and local and international organizations to contribute to implementing United Nations resolutions on women.
• Raising community awareness of women’s status and rights and combating violence by holding more courses and conducting research with specialized centers.
• Economic empowerment of women by developing women’s capabilities to expand their work options, by increasing their participation in the workforce, and achieving equal opportunities in employing women in all sectors, in entrepreneurship, and in holding positions in public bodies and private companies.
